Gorman Farm
March 29, 2007
The meeting of the Evendale Council Committee for Fire Department, Village Engineer, Service Department, and Gorman Farm was called to order at 5:00 pm. Councilmembers Smiley-Robertson, Vonderhaar, and Schaefer were present. Also present at various times during the meeting were, Peggy Paff, and Jack Cameron.
Gorman Farm
Peggy Paff presented the 2006 financial statement of the Gorman Heritage Farm Foundation. A copy is attached hereto. Income exceeded expenses by about $205,000. The Foundation also received a bequest of $500,000 from Dorothy Gorman. The money from Dorothy Gorman will be put in the endowment that will be formally established in the next few months. The $205,000 will be used for office renovations ($50,000), the bridge ($30,000), and the Strategic Plan ($25,000). The remaining $100,000 will be transferred to the endowment.
The Bridge is expected to be completed by mid-June. It will be used as an alternative route for golf carts to carry people to the curtilage area. It also will be used for hay wagons to carry people from the Interpretive Building to other areas of the farm. A new 4-passenger golf cart was purchased with proceeds from a February 24 fundraiser. The Farm is looking to secure one more for transporting disabled and senior visitors to the farm yard during especially during events.
As part of the strategic plan, all councilmembers are requested to take a survey by calling Christy Quincy at 771-5556. Peggy will report on upcoming events at the April Council meeting.
Ongoing Projects
The ongoing projects list is an effort to keep everyone posted on various projects that are being performed by the engineer, service department or various contractors.
1. The Inwood Left Turn Lane and to have the traffic light sequenced to direct left turns into and out of Inwood Drive.
This will be installed before the Wal-Mart opening when whether permits.
The committee had a discussion concerning sequencing of a left turn signal for Inwood Drive use. Councilmembers Schaefer and Vonderhaar wanted the left turn signal sequenced for Inwood Drive installed before Wal-Mart opens. Councilmember Smiley-Robertson wanted to wait until after the Wal-Mart opens and to survey residents about the need for a left turn signal. Jack Cameron recommends that no change be made in the existing plan until Inwood Drive traffic increases with the development of the land banked property.
2. The length of the left turn lane from Reading Road into the Anchor project is
incorrect as installed.
This will be installed before the Wal-Mart opening when whether permits.
3. Left turn lane for Norwood Hardware and to have the traffic light sequenced
to direct left turns into and out of Norwood Hardware.

Councilmembers Schaefer and Vonderhaar wanted the left turn signal sequenced for Norwood Hardware installed before Wal-Mart opens. Councilmember Smiley-Robertson wanted to wait until after the Wal-Mart opens and to discuss the need with Norwood Hardware at that time about the need left turn signal. Jack Cameron recommends that no change be made in the existing plan until future implementation of the Exon extension and bridge to that traffic light.
4. The design of South entrance park
This is on hold until the purchase of the adjoining house is complete.
5. The new controller at P.G. Graves and Reading Road and Glendale_Milford and
Reading Road.
These will be installed before the Wal-Mart opening when whether permits.
6. Cooper Creek project.
CDP engineers are moving forward with design work.
7. Street signs _
A proposed new street sign was installed at Glendale-Milford and Kingsport. Everyone is invited to look at it and comment upon it. A resident repainted the sign at Giverny and Sherbrooke, without authorization. That may give an indication of what the repainted signs would look like.
8. Island lights _
We are waiting until the electrician position is filled.
9. Jewish Hospital Glendale-Milford Entrance Engineer’s report.
The issue here is what to do with this intersection. The entire Committee believes it to be unsafe. Al Neyer, at planning commission indicated they would produce a report from a traffic engineer on options to make the use of these Driveways safe. This has not been forth coming.
Councilmember Vonderhaar suggested that one option might be shortening the Left Turn lane to accommodate a suicide lane like the one on Reading Road for use of the car wash. Councilmember Schaefer pointed out that only about a third of the future traffic for which the lane is designed will come with the Wal-Mart. The lane will not be fully utilized until the second big box store and office park are opened. Shortening the left turn lane will not harm the Anchor development in the near term and that could give us some time to work on a permanent solution.
Councilmember Smiley Robertson suggested that we have a traffic engineer make recommendations and that they be implemented before the Wal-Mart opening. Jack Cameron suggested that TEC do the work. Councilmember preferred that either James Jeffers or Edwards/Kelsey do the work. Jack Cameron suggested that James Jeffers has too many contacts with the development on other issues. The issue of which engineer should do the work was not resolved. The committee recommends that an Engineers report be issued and followed before the Wal-Mart opening.
10. Edwards/Kelsey (Al Neyer areas) bridge and road project.
At planning commission, Al Neyer agreed to provide an option for Evendale to acquire the right of way needed for implementation of the Edwards Kelsey recommendations, should Evendale decide to proceed with the project. The appropriate language is to be incorporated into the PBD change request. This status has not changed from the last meeting.
11. 2007 Street Improvements project design
Work is progressing. James is going to include Lamarc, new Otterbein, and Spartan Drive. in the project. The concrete will be removed and the streets will be re-paved with asphalt. The project will include a correction to the Jim Guthrie down spouts that was omitted from the Kingsport project. One other resident has called with a problem from a prior project. Jack and Jim Bothe could not immediately recall the name. Both remedies have been included in the bid specifications. It will also include a side walk on the west side of Reading Road from Anchor to the Formica Traffic light.
Caroline Smiley-Robertson also requested that a meeting with effected residents on Lamarc and new Otterbein should occur as soon as possible so people can learn what is planned and perhaps adjust schedules to avoid congestion. The Committee concurred in this suggestion.
12. Park Hills walking trail issue.
James has not yet prepared options for the committee. Park Hill residents were expecting the plan at the end of February and at least one has called asking about the issue. Jack made a note to remind James about the problem.
13. Gorman Farm _ Connecting to Inwood.
Jim Bothe indicated that the committee appointed by the Gorman Farm and the recreation department did not want this installed. Councilmember Schaefer indicated that he would send an e-mail to get clarification on the issue.
14. Electrician
The hiring committee planned a meeting to interview candidates last night. Councilmember Vonderhaar had a prior commitment and Councilmember Smiley -Robertson was ill so that the interviews could only be conducted by Mayor Apking and Councilmember Schaefer. Mayor Apking and Councilmember Schaefer recommended a candidate who would be considered at the April 12, 2007 council meeting.
15. Clean-up and re-seeding of upper meadow.
The area was not properly restored after a contractor on the non-village Cooper Road
Water Main Project used it for staging. After much discussion, it was decided that the Village has three options. The first is to complain to the contractor. The Village has little leverage because the Contractor was not working for the Village and no retainage or bond exists to force proper restoration. The second option is for the service department to clean it up. The problem with this solution is that some of the concrete and asphalt chunks are too large for the service department to handle. The third option is to include the clean-up in the 2007 street project.
Jack Cameron wanted to spend some time pursuing the contractor. In the meantime, Councilmember Schaefer recommended that the service department use wood chips to make a temporary surface so people in the Carpenter’s View area can get to the trail system without walking to the Kingsport entrance.
16. Civic Center Parking lot entrance.
Councilmember Schaefer suggested that we consider moving the entrance to the Civic Center parking lot to Reading Road. The increased traffic backing up at the Glendale-Milford light will block the entrance more than it does now. The location on Reading Road, where it was located years ago. It would have to be right in and right out. Those leaving could return east on Glendale-Milford or south on Reading by turning right into the recreation complex and leaving by the light at Kingsport. The Committee recommended that this be done in 2008 when the intersection of Glendale-Milford and Reading Road is re-designed.
17. Street lights
Jim Bothe reported that Kaye sent a log of all calls made to Duke Energy about street lights that are out. Evendale pays an enhanced rate for Duke Energy to maintain these lights. Five have been out for months at the Glendale-Milford Entrance to the Anchor project. The Committee thanked Kaye for her diligence on the issue. It was suggested that it may be time for the matter to be referred to the Village solicitor.
